In the OG, I prefer the TMP over either. Handguns are for setting up melee attacks, and the TMP has the most ammo to do that with.

In the remake, the Red9 isn't even worth considering. Takes up too much inventory space and can't hit shit. The Blacktail is clearly the better of the two, but the starter handgun is still the best because it's capable of mounting the laser sight.

Blacktail wins on an initial playthrough because it has clear advantages in every non-power category for the entire game. The Red9's advantage in power only becomes notable with the Exclusive upgrade, which isn't available until like 75% through the game. Where the Red9 truly shines is in NG+, where it's definitely one of RE4's funnest weapons.

The Blacktail is so accurate that the lack of a laser sight isn't really a problem unless you're impatient and really bad at aiming. Also it takes up 3 less squares than the SG+laser sight.
