Not even. A calorie deficit is what you need. Sure, exercise helps, but if you're not hitting a deficit it's not going to matter.

To maintain muscle you need all macros but prioritize protein.
Eggs,nuts,meats,dairy.
And also lift weights, for best results progressive overload

Calorie deficit without exercise leads to muscle loss, also fat loss but TC specified without losing muscle

It doesn't matter what physique they are going for. You will lose muscle if you eat at a deficit. The only way to actually lose weight without muscle loss is to continue to use muscle. Let's say that your resting caloric burning is 1700 calories. That means that you can eat around 1800-2000 calories and be safe without having too much of a fluctuation. If you continue to eat that range and exercise, you'll lose weight without having to go to a deficit. You can just eat normally, and you'll lose weight because your body is using what it consumes.

If you eat less than that, your body will start dropping muscle because it's not getting the fuel it needs to maintain that.

Generally speaking, this works better if you're already fat. The whole thing about can't gain muscle and lose weight at the same time is mostly for people who aren't already in a bodybuilding routine.

What you're saying is true if the person is obese/overweight. This becomes a lot harder to do once you start getting closer and closer to the normal weight range based off your height. The true way is to eat lean meat/protein (with macros) and do some form of resistance training to maintain/strengthening muscle while losing weight. I got a free consultation from a gym coach (at the gym I went to) to tell me how much protein I had to eat to maintain my muscle growth and how much calories I should eat to get to my 500cal deficit... during my college years and it worked wonders.
