Originally it had rules. Then Super came along and dropped them. Same with the potara. Goku also makes a good point that torturing yourself in there isnt healthy, but again, Super decided to axe that.

Goku and Vegeta do. The others won't ever be able to catch up regardless of the time they spend in there, so they don't.
