Maybe a fun thought experiment?

Suddenly, the following occur:
  • All living humans biologically revert back to age 25, and will remain that way permanently; meaning, humans no longer age beyond the biological age of 25. Anyone younger than this will age normally until they reach 25, at which point their aging stops.
  • Despite no longer dying of old age or any complications associated with it, humans can still die from other means, such as trauma, suffocation, or diseases.
  • Humans are no longer able to conceive children, no matter what, even through artificial means. Anyone who is currently pregnant when this change occurs will still be able to carry out their pregnancies until birth, but afterwards they will not be able to conceive anymore children.
  • In relation to the above, no human will be able to conceive children for as long as the global human population is over 5 billion. If/when the number of living humans drops below that amount, conception will become possible again, until the population again rises to over 5 billion, when conception ceases once more. This potentially gives humanity a somewhat-cyclic very short window where they are able to attempt to have children should they choose to go for it.

Actually in this scenario, no one will be able to conceive, no matter what their age is. At least, not until the human population drops below 5 billion.

I'd like to think that the number of younger people (well, "younger" in a relative sense, given this scenario) would still outnumber the boomers, but the boomers would have a lot more money and resources to throw around, not to mention many of them in elected positions who will now not age out unless term limits are enacted. (But would they vote for that?)

Even so, this could still allow some people to work on and achieve things that would take them years or even longer than a natural human lifespan to accomplish.

I don't think population tracking would get to that point unless there's an absurd level of control in killing going on, and I don't know how that would happen. The scenario doesn't state that we inherently know the population level.

I can see shit getting real tribal in some areas. Want to expand your tribe, chief's girl wants kids? Neighbors are looking at us funny, get the spears.

Immortals (or otherwise immortal) not being able to breed is an established literary element:

One could argue that immortal beings have no need to reproduce since reproduction is a means to both continue the species and to pass bits of themselves on via their offspring.

Plus, if near-immortals could procreate without limit then there would absolutely be a population crisis before long unless the governments partake in horrific culling programs. At least in this scenario, reproduction will be possible at the sub-5 billion level, so the human population--barring any catastrophes--should indefinitely hover around the 5 billion mark.
