Needs - set what the requirements are to get welfare and continually increase the budget to meet those needs?

I mean we don't have infinite money so we need a budget. It should be much higher than what it is now though, and s lot of money is bring wasted on other things. If they regulate housing/rentals and a lot of other exploits of capitalism they can lower the required amount.
