Multiple things could be options here. He might not have a weapon to defend himself. He might be non-violent. He could have been worried about escalating the situation. He could have been worried about getting his loved ones hurt. He could have been worried that someone like himself doesn't get to use those laws(look at who gets charged and convicted vs those that get a pass). He in addition to, as was mentioned, not perhaps even knowing of such laws.

I hate when people do this. And it's unfortunately happened multiple times. These guys think they have the right to police who gets to sell on the street.

Probably simply thinks because he's white and his victim is not, that he is automatically deputized to do this
