I mean your typical fast food chain would "prefer" Gordon Ramsey over the high schoolers they usually get.

This is probably one of those cases where legal got together with HR and said make sure you include this language so that we can't be taken to court for misleading job recs or bias in hiring.

That and in general people with experience, on average, tends to be a lot easier to pick up and learn from training because... they have experience in that field. It's not the bible of hiring people of course, but the recruiters at our firm do keep track of patterns to optimize hiring folks.
