The problem is almost universally that the job rec is written by someone who actually knows what skills they need, then hand it off to a manager who tweaks it, who then hands it off to HR who makes further changes, who then hands it off to some third party that doesn't give a shit that is responsible for throwing it up onto listing sites and has neither the desire nor the motivation to check to see if any of it is accurate, let alone consistent.
