Is this including remakes like FR/LG and HG/SS as part of the gens they released in (FR/LG in gen 3, HG/SS in gen 4, etc.) or is it not including remakes and only counting new games? Because that makes a big difference.

I don't think remakes should count because quality wildly differs on those. You on one hand have Fire Red, and on the other Brilliant Diamond.

Johto could have been a much better region if they hadn't given into nostalgia pandering and put all the game's data into further fleshing that region out. Whether you like the Kanto addition or not the fact remains Gold Silver and Crystal are far worse games because of it.

As flawed as gen 2 is it still is one of my favorite gens because the atmosphere and feel of that game still stands up to this day.

Can you really call it nostalgia pandering if it's literally the second gen? Like Gen 2 games were released one whole year after gen 1.

They've gone on record as saying part of the reason Kanto was added was they wanted to draw in people who enjoyed Gen 1 and wanted more.

Got it, that makes sense. You having gen 3 so low yet gen 1 so high does make a lot more sense if you weren't counting FR/LG for gen 3, so that's what I figured was going on. But I wanted to make sure before I actually gave my thoughts.

Gen 4, I totally agree with being at the top. Gen 1 is influential and great for its time, but I think it's way too buggy and poorly made to ever be this high. There's so much that doesn't work as intended or doesn't work at all, plus the balance is horrible too. As for Gen 7, I think it didn't make enough advancements compared to past gens and that the "improved" US/UM didn't add nearly enough compared to the base Sun/Moon, plus I hated how slow and handhold-y the story was. Oh, and Z-Moves are the worst battle gimmick. I'd have them both lower.

I like both of these a lot too. I would have Gen 5 in the top tier with Gen 4 myself. Gen 9 is still too technically flawed to be top tier, but in terms of gameplay it's top notch. If they actually improve the performance with the DLC updates (I'm not getting my hopes up lol) then it might go up to the top tier.

This is about where I would put Gen 3 (minus FR/LG) as well. Emerald's fixes and postgame extras were great, but R/S were still rough. As for Gen 8, I think it should be at the very bottom. Sw/Sh have a lot of the same gameplay problems that Gen 7 had before and a lot of the same technical issues that Gen 9 would also have later, plus it loses points for being the start of Dexit, the start of forced Exp Share in the main series, and for Dynamax being almost as bad as Z-moves. It's just awful all around.

Gen 2, Gen 6

I disagree with both of these being this low. Gen 2 was flawed but still enjoyable and fixed a lot of the bugs and technical issues that gen 1 had, and gen 6 was solidly mid-tier but hampered by wasted potential due to its follow-up being cancelled. Neither are great, but they're not bottom tier IMO.

My personal rankings (not including remakes like you did) would go:

Great:
Gen 5, Gen 4

Good:
Gen 9, Gen 2, Gen 6

Okay:
Gen 3, Gen 1, Gen 7

Bad:
Gen 8

If we factored in the remakes, then Gen 3 would move up to Good due to FR/LG, Gen 4 would jump Gen 5 within the Great tier and take the top spot due to HG/SS, and Gen 6 would jump over gen 2 within the Good tier due to OR/AS. Neither the Let's Go games nor BD/SP would have any effect in saving their gens from being at the bottom.
