Well, Homelander can fly. That's a pretty big advantage considering flying is not common place until DBZ and also he's super fast like Superman with similar strength.

He could probably literally rip Chiatzou and Krillin in half.

By the time of the 23rd Tenkaichi Budokai all of the characters can fly too. On top of that they all have the ability to move faster than the regular human eye can process information. Homelander is quick, but he's not that quick. He'd try to fly in the air but he'd be kicked out of the ring before his boots even leave the ground.

No. Homelander struggled against Butcher and Soldier Boy. Even in the comics Homelander never learned any type of martial arts.

He'd be a low-mid card at best. Even Krillin would win more than not, given he doesn't fuck up. Probably not Hercule though.

Ngl, throwing a log to ride it, for example, is something that outdoes everything Homelander ever did, since Homelander struggled to do much with a flying airplane

Master Roshi in the 21st tournament could blow up the fucking moon. There are 6 people stronger than him in the 23rd tournament, 7 if that guy Kami is possessing could channel Kami's full power. That's way beyond Homelander.

Goku and Piccolo would each completely roflstomp Homelander. Even Yamcha could take him.

Most versions of Superman are a lot stronger than 19-year-old Goku in the 23rd World Martial Arts Tournament.

Depends on which version of Superman. Omni Man would be stronger than around half of Superman's usual incarnations. Far greater feats, fought stronger foes across the galaxy rather than situated around Earth, and imo the cartoon Omni Man is somehow even stronger.
