I accidentally shot a UC spacecraft but didn't get a bounty until after I grav jumped away from the situation. I can't continue any current missions as whenever I'm in UC controlled space, I can't land anywhere and I'm immediately shot upon until my spaceship explodes and the save reloads.

I can't land anywhere to find a kiosk to pay off my bounty because I'm "in combat". I can't pay off my bounty in space occupied by a different authority so using kiosk is pointless elsewhere.

Sounds like that initial ship you shot is somehow still in combat with you. How many times have you grav jumped to different systems? Maybe if you grav jump to another factions territory fast travel will open up again?
