After he gave me the speeding ticket he was just standing there holding his palm out and then was like "you're supposed to top me for keeping the road safe" and I just told him I didn't have cash and he left disappointed.

Yeah.. no... if a cop asked me for a tip, I'd ask for his/her badge number and report them to higher ups.

Not only does it sound like he's demanding you bribe him, it's not even a bribe because he still gave you the ticket. That's just a shakedown lol.
