The million is yours, but you must spend the decade within the confines of Ohio with the exception of two weeks vacation per year. If you cheat whatever money you've spent will become debt that will never be discharged under any circumstance and come out of your pay at a rate of 50% for however long it takes to repay it. You will have anything you've purchased with the money repossessed.

If you make it a decade, you will be free to keep the remainder of whatever money you haven't spent and keep all assets obtained with the money.

While you can invest the money, living off of the returns in Ohio for a few years and then dipping isn't allowed.

Can it also apply retroactively to all the time I've been here?

I'd have no issue living there but this kinda kills it.

There's a large chance that over a 10 year period, some family emergency exists that would require me to leave for an extended period of time

For the sake of the topic, nah. I think that would make it too easy for people to escape Ohio and this topic is more about confining people to Ohio.
