I just ask because some people aren't full vegetarians and just eat fish but no other meat. :v Are fish a lot dumber than say, a chicken or something? What makes eating them more justified?

Some eat only ocean-caught fish and eschew farm raised. They are okay with eating fish that lived a natural life but do not believe in raising animals for the purpose of being eaten.

so I guess if you are going to eat meat, fish is a bit more ethical at least :v

I do think I need to cut back on animal products, maybe this would be a good first step. Ill miss eggs though

No. As a vegetarian, I do not distinguish between types of animal flesh.

I have considered breaking vegetarianism and eating fish for health reasons though.

I make it a point to only eat very intelligent animals. Octopus, dolphin, chimps, crows, etc. I'm absorbing their brain power to make me smarter. I heard Stephen Hawking did the same thing.
