Probably not enough high level arcane users to make a difference in the global supply.

There's not many level 17 wizards in the world, and even fewer that are willing to cast wish simply for the greater good.

Additionally, using wish for any purpose other than spell duplication comes with significant hardship for the caster, and also results in a one in three chance of never being able to cast wish again.

So no, it's not a solution for scarcity.

It's something like 90% of the people in the world have zero class levels. A level one wizard knowing two spells and three cantrips would be the most respected magic user in most towns. Wizards have notoriously low health and they'd still probably start with about eight hit points, twice that of a commoner.

It wouldn't be unusual to have maybe a dozen level 17 wizards total in the entire world.

That's not how leveling up works, and again, each wizard has a 33% chance of losing the ability to cast wish each time they use it this way.

Essentially, it's vastly more efficient to just produce the resources the natural way than via wish.

Because you need someone of that higher level to actually get any meaningful headway. Getting spell mastery by level is a player-centric take and everyone else has to deal with not getting free spells. And much like before, it's not like the couple of 17th level wizards (of which it is quite possible that there aren't any to begin with) are really going to spend their time training others. And even if they do there is an extremely low chance that any non-immortal ones could train a level 1 student above 13 before dying (exact level being more of a spitball than anything). An immortal could do it just fine, but then you are talking about a Lich at which point the caster absolutely isn't in this for the good of mankind.

There are good "liches" (archlich... which could point to a more powerful version of a lich or a version of lich that's "good and noble".... who are also more powerful than a regular lich).

True Polymorph. Wisdom is undoubtedly Goku's dump stat. Turn him into a fly and squash him. Though maybe his big gorilla form technically qualifies him as a shapeshifter? In which case it wouldn't work.

Imprisonment, another wisdom save. You can pick from a variety of magical, unbreakable prisons. The release condition can be something like Vegeta admitting that Goku is better than him. This would be very expensive though, it's 500g per hit die and Goku probably has a shitload of them.

Time Ravage is a long shot because it's a constitution shave and he'd still probably be able to kill you. But if he fails, he is instantly aged to the point where he will die of old age in thirty days. A Wish spell allows you to reverse this change, so I guess the Dragonballs would work.

Feeblemind would...kinda work? Goku probably autofails it with an intelligence save, but all it does is make him super dumb. And he's already pretty dumb

Power Word: Kill instantly kills him, but you'd have to sneak it in after one of his big fights. It only works if the target has 100 hit points or less.

If we go with a Critical Role homebrew spell, Widowgast's Transmogrification could turn him into a human if you can trick his dumbass into letting you spend an hour casting a spell on him.

The garden variety ritual to become a lich is generally an evil act.

The 'variant liches' have their own rules on how to become one which isn't necessarily the same as the 'standard' version. Generally they're considered a 'lich' because of the lich's stature as an undead power.

Funny enough DBZ bullshits forced transformations like this. Vegito kicked Buu's ass as a piece of candy. And I can only assume that current Goku is stronger than Buu Saga Vegito. >_>
