WWE really messed up with this guy. They made a big deal about signing him 2-3 years ago. Then in the 2021 draft they drafted him to RAW even though he had yet to debut officially, and then they proceeded to do nothing with him outside of a couple short appearances. Now he's on NXT, and yeah this is the appropriate response. Now will WWE move ahead accordingly?
