First they cried about needing a 30 day notice despite our lease running out, so I sent it.

Then they lied about having gotten it.

Now they're lying and saying we're past due on rent.

They're nearly impossible to get ahold of. The listed line doesn't connect to anyone. The line on the website never has an answer. The email gets responded to after about a week.i left them messages and made it clear they have until tomorrow to clear this up, so sick of dealing with them.

This. Literally had a place do this to me, and I just moved and turned off the lights, and left. They can't force you to stay. Also check if your state even requires that. Some of them don't.

Unfortunately the new one won't let me move in without them cooperating. If that weren't the case I'd just move out now and stiff them on the rent

I suggest overpaying by a little bit.

The last time I dealt with a shitty landlord like that the finishing move was a late penalty because they added a few dollars in even though I came in person to get the final bill.

Needs to be standards for maintenance and management and if they're failed and cause issues it needs to come out of their charges for rent.

Same should go for other corporations managing necessary life details like car loans or mortgage lenders.

Finally caught someone in the office. Girl actually looked afraid of me and tried telling me to calm down, admitting it had been just my August 1st rent(even though they told the new apartments that I owed "above and beyond" a month's rent). I told her to send it now, I'd made it clear if it wasn't done by the end of the day I'm pursuing legal action.

Probably this is enough. Usually when they do flagrantly illegal things like this it's because they figure you will never call their bluff. Once you show you are serious about legal action, they almost always cave.

The only exception is if someone has a personal vendetta against you, in which case they may be willing to fuck you over with a long, drawn-out legal battle out of sheer spite.

I'd feel bad for her if not for the fact that she admitted it was their mistake, admitted she hadn't sent it, was sitting on a couch browsing her phone, and then tried to tell me to calm down. Far as I'm concerned she's complicit.
