Nintendo is incredibly incompetent at online anything. But if its a scheduled maintenance window, near in mind Japan is about 14 hours ahead of US Eastern time, so since its 8:04 PM here, its about 9:04 AM there. More since sometimes something does just have a fit and break at inconvenient times. Japan choosing a maintenance window that's when everyone is at work or school, including the workers who actually need to do the maintenance, makes perfect sense.
