That was the implication! Assume anyone that appears in my list is 18 or older period. Aging up mid- to late- teenagers is one thing, but I'm not going anywhere near certain characters (which is why I had to DQ Tactics Advanced and III because I have SOME moral standards and don't want to end up on a registry somewhere).

Honestly, I think the non-chibi versions of the cast of the DS version of 3 are around the same age as Ceodore anyway.

1- Lightning (I mean come on, she's a real world fashion model! If that doesn't confirm her as the hottest, I don't know what will. Also, just look at her. Lightning is the hottest Final Fantasy character by a large margin)
2- Aki Ross (Similar to Lightning, Aki was once in Maxim's Hot 100. I don't see any other FF characters getting into real world sexy girl magazines, do you?)
3- Ramza Beoulve (I'm not gay or even bi, but the Dissidia pictures of Ramza make him look like one of the hottest girls ever. He's not just attractive, he's attractive in the way that I like!)
4- Chocolina (Some may prefer bunny-girls like Ktjn, but give me this chocobo-girl any day! Plus, it looks like she's wearing lingerie or some sort of Vegas showgirl costume)
