I started a packet capture on the switch port that the problem device is connected to at JUST the right time and saw that the problem is due to a certificate error. And it only happened at certain times. Turned out that he commuted with his work laptop, and at work, the laptop's clock would sync with his domain controller's clock, which was wildly off.
