Good question. It would be fun to have full orcs. Traditionally, full orcs were usually treated as just monsters, in DnD. I think it is possible to be one in the real DnD. But its not a normal common thing to do.

Orcs usually aren't playable without a monster template and the game probably doesn't want to have to put in the monster template rules just for one race.

I assume it's trying to be faithful to D&D rules.

D&D Next or whatever is going to change this I think where templates are just a normal part of character creation.

I actually had a weird thought today, about playable Mind Flayers. I wonder what kind of interactions you'd have as a Mind Flayer to npcs

5e doesn't have monster templates (edit: for players that is). Orcs don't really function much different then any other rraces.

Are they actually a PHB or some other supplement race or are they just covered in some appendix somewhere? I only have 4 5e books.

They were in Volo's Guide to Monsters, and are also in Mordenkainen Presents: Monsters of the Multiverse. I believe setting specific versions are in Eberron - Rising from the Last War, and Explorer's Guide to Wildemount. Though Wildemount was made by WoTC with Critical Role as it's Critical Role's setting.
