Blob's immovable status is more of a hyperbolic way to say "is very hard to move". His powers are his high-weight, increased strength and durability, and most importantly his ability to alter gravity to essentially lock him into place with the ground. Juggernaut is literally unstoppable. It's literally magic. He cannot be stopped. He can be slowed. He can be deflected. But he cannot be stopped. His strength is many times higher than the Blob's. His durability can effectively be described as infinite. If he ran into the Blob, he might get deflected to the side a bit if he didn't have a lot of momentum. But otherwise he's more like to move the Blob and the ground beneath him.
