Link canonically talks and is shown talking quite a lot in TotK, for instance (granted, with his dialogue never shown). Link has never been mute though. Not having your own dialouge box is not the same as not being able to speak. Going all the way back to the original, townspeople respond to Link as if he did, in fact, say something to them, and in the newest one, Zelda even talks about how she finally broke through and got Link to tell her all sorts of stuff. The games leave Link's lines open ended so that players can imagine their own things being said in that space, but Link canonically can speak perfectly fine. --- Hey Trashcan Man!
