I cant speak for extinct animals but one of the most badass in modern times is the crocodile.

Whats interesting though is that the muscles used to open its mouth are incredibly weak. Thats what happens when you put all your skill points into one stat.

Pretty sure right now it's the Saltwater Croc.

Great White probably a very very close second but there haven't been any real field tests iirc.

Of all time, I'm pretty sure it was the T rex.

They also have a Venus flytrap-like thing going on. There's dinner kind of sensitive hair things on the inside of their mouths that when touched trigger the chomping motion reflexively. It's why the birds that pick at the teeth can do so unharmed. As long as they don't touch the areas behind the teeth they won't bite.

While the T-rex is mighty, and as a gigantic land predator, very intimidating, it is far from having the strongest biteforce of all time (at least from our current estimates).

Ancient crocs had stronger biteforces, and I'm pretty sure a few marine creatures beat it out too.

Don't get me wrong, the T-Rex had a vicious bite (one which would probably infect its victim too if they did live), but it wasn't quite the king there.

Edit: Should note it most likely trumps all land creatures, though.

Edit: so apparently hyenas are binge eaters making them difficult to weigh but it looks like the fattest possible hyena is about the same size as the lightest jaguar.

On average, you can expect the Jaguar to weigh twice as much as a hyena making hyenas a much larger pfp ratio.

topic title did say total bite force, not , in relation to size. So is it even possible that it could be a small animal? And , could it possibly be an animal that eats plants? but why would a plant eater need a strong bite force?
