I dont drive so is this a common thing for smokers to do?

If he is smoking in front of you, then he has absolutely zero concern or consideration for your safety to begin with, so this shouldn't be surprising behavior.

I don't drive either, but I understand how a car works, including the fact that taking your hands off the wheel (shouldn't) make your car instantly start swirving.

When I'm driving and have to light a smoke I roll up the windows and turn off/down the fan/heater/AC.

If someone else is in the car and they're comfortable with my smoking, all just use my knee to hold the steering wheel and use both hands

If your cars alignment and tires and all that are good to go then theres really not an issue as long as youre on a flat road or mostly flat road.

Him doing it for half a second isnt an issue, I wouldnt be worried.
