Because if one is less effective, I would be giving up the opportunity cost of doing the better exercise (for the portion I focused on the less effective one).

Since you have no idea which one is actually better then just do both and once you get a feel for them you can settle on the one you like the most.

Iirc there is no "most effective " exercise for losing weight, it all depends on how active you are, how much weight you need to lose, and so on.

Just try both until you have an idea of what works best for you

Both are going to work different muscles, sticking with one single exercise probably isn't going to get you the results you want. I'd mix the two, personally.

In a vacuum, shadow boxing should burn slightly more calories, but burpees gives your muscles some resistance training so you'd retain more muscle.

If you're doing other forms of resistance training, then I'd go with shadow boxing. If this is the only thing you're doing, I'd go with burpees. I do heavy bag work for my cardio simply because it's more fun, even though there are plenty of more optimal choices. Pick whatever you'll stick to.

You should be doing a variety of exercises on different days to give yourself an all-around workout. Doing one thing is better than doing nothing, but it's not optimal.

Add that and muscle confusion it's probably more effective to alter between them.
