Weird how Vegeta was weaker than Perfect Cell yet Final Flash would have taken his life if he hadn't bitched out and dodged at the last second.

Cell must have learned how to dodge from Piccolo's DNA.

Even though Vegeta was capable of killing Cell, he wasn't dumb enough to actually let him do it. Cell just wanted to scare Vegeta with his regen and show him how far out of his league he actually was.

So no, not a victory.

Perfect Cell on an instinctive genetic level knew his core wouldn't regenerate such a focused beam wave.
I am imagine Cell's look of surprise was more out of himself and his genetic will to survive, thus pulling itself inches from disintegration.

He's like Sylar, he can move his core around his body.

His core has to be somewhere in his legs since they seem to be the only parts the arent ever completely destroyed

Piccolo is just glad some did, Gohan!

Given what Cell is able to survive later on I'm pretty sure that attack wouldn't have really bothered him much even if it did hit his head. And ultimately it's not much of a win to say you might have maybe been able to kill your enemy if and only if he not only let you charge up for five minutes, but also stood perfectly still to make it as easy on you as possible.

Cell shits himself and dodges at the last nanosecond. Final Flash vaporised part of his body, meaning a more direct hit that engulfed him completely would have done it. It doesnt prove anything in terms of practical combat ability, but its a good reminder of how powerful charged ki blasts actually are. We saw that right at the beginning with Raditz.

Cell was still using only some of his power at the time, of course, but dying right there would have been a great case study in why you dont toy with your enemy. If you can kill them in one hit, do it.

And his core being in his head is a plot hole. One of very few times the English script actually fixes something rather than breaks it.

Too bad his inner Vegeta didn't win out over his survival instincts.

He blew his entire body up and still regenerated later on.

At best his "my core is in my head" misconception might be based on outdated information from Gero's computer. His perfect form's regenerative abilities had evolved far past Piccolo's. But that's only an in-universe explanation. Out of universe it's just a plot hole. Like Trunks claiming the androids of his time were 19 and 20, only for that to be retconned and ignored a chapter or two later. Heck while we're at it, the fact Cell regenerated a) with a saiyan power boost despite the wound being self-inflicted, and b) him regenerating at full stamina despite not doing so after the Warp Kamehameha.

This is what happens when a writer makes things up as they go along.

This is false, Cell originally wanted to test his durability but realized last second he messed up and dodged as much as he could. It turned into messing with Vegeta with his regen, but part of that was Cell playing off his own foolishness.

At best thats just two for flinching.
