There is a wiki page on the concept but I doubt it works the way it does for James Bond (where the ramifications are ignored). For example, in GoldenEye he guns down dozens of Russian soldiers on their own soil. That would be an international incident right there.

War or not, surely theyd be going to the UN and asking what the fuck?

GoldenEye aside, its not the only occasion where he guns down foreign citizens on their own soil, and not all of them are minions of the villain.

I could understand the government being able to clear him on killings done on UK soil (in itself a fucked up fascist concept) but being able to do it on behalf of other governments is the part that doesnt sit well with me.

Only the pre-credits sequence. The main story is set after the Wall came down. I was talking about the soldiers he kills in the military archives, not the chemical weapons plant.
