i work for the government so everything is standard with clear thresholds to be in each rank

once I got my PE license i'm immediately in the highest rank so i never had to negotiate

No, that's par for the course for those of us that work in the public sector. I've only worked at a school and the government, so I never negotiated ever either.

in retrospect i also haven't really negotiated, just moved to higher paying employers for reasons completely unrelated to pay

last job gave me two or three raises over the 8-9 years i was there without my negotiating, usually after carrying major projects, or taking a couple days off midweek which spooked them since they thought i was interviewing somewhere else (i was)

current employer made an offer well exceeded anything i would have bargained for or realistically expected to make in my life, no negotiation, pure skill
