Since Gotham isn't exactly the best city out there, he'd probably want to keep as much of his money out of the city coffers as possible because Gotham tends to be ridiculously corrupt, and he spends just as much time as Bruce Wayne fighting the city's beaucratic rot as he does as Batman fighting criminals in the streets. --- Who is?
