I dont know if it alerted them but I think something like that happened on one of the shows once. That some guy had a crush on a female crewmember and he created a program that let him have a relationship with her

No, you're conflating 2 separate episodes/incidents. Lt. Barclay (Murdoch) had a crush on Troi, the ship's counselor, and created a holodeck program where she was his love interest.

Geordi LaForge created a holodeck version of an famous engineer he never met (but had a crush on) and started a pseudo-relationship. She eventually showed up in real life and he was being kind of creepy about it.

Also, porn is one of the biggest things people use VR for now, so they'd DEFINITELY use holographic programs for the same thing.
