Because they don't want to run the risk of getting in trouble with Reddit or game companies for hosting things about piracy and downloading ROMs. It's easier just to have an overall "no" instead of having to shut down individual topics about it. Does them modding it actually matter? Probably no, especially when you have subs that link to where to download ROMs. But it's their board and their rules. No, I don't know the answer.
