Eh, this is one tweet I think is reasonable (possibly the only one he's ever made). You want to preemptively inform your users about something like this.

I also don't think purging accounts that haven't been used for years is an issue.

Beyond the dead people thing, there are some accounts that made like three posts in 2008 that have become famously funny for precisely that reason. It's fun seeing the legacy of someone who made an account to fire off one joke, never to be used again, fifteen years ago.

I created an account back around 2008 to try and win a fight stick for Street Fighter 4. Havent used it since then.

I just logged into it out of curiosity, to see if it still worked. The first thing it did was recommend that I follow Elon.

Tbh, Granblue doesn't use Twitter for anything anymore. Can't post raids to Twitter and can't log in with it anymore.

It doesn't read to me that your account will be deleted if you're inactive for 30 days. It specifically says prolonged inactivity, whereas the wording around 30 days suggests that's what they would consider just normal inactivity.
