Particularly anti-trans and anti-abortion laws would be the target right now, but useful for the future. Those states are unsustainable without funding.

Yes. Those are two examples.

And then a decade from now, when there's a Republican in office, and a Republican owned House and Senate, and they pull all funding from blue states because they think they're enacting "bad laws" such as Clean Energy bills, what do we do then?

You're basically asking the government to start a financial Civil War.

The republican party has no future getting legitimate wins so I'm not terribly concerned. That would be the least of the problems if they got power again.

If anything that would cause republicans to pass more bad laws just so they can say "see those Democrats in California and New York are trying punish you for having your beliefs". And solidifying their stranglehold at the state level even more.

This is the best solution next to ousting them from power for engaging in facism and genocide, which people seem weirdly hesitant to do.

The problem is what's considered a state and federal matter. Things like Healthcare and policing standards should be federal.
