I think because the movies don't bring it up at all and that's what most people remember. But yeah that's why the guy is weird. While I'm honestly not that big of a stickler on Mr. Bean continuity of all things, it honestly feels like missing the point of the joke about the weird's most peculiar man attempting to navigate ordinary life in a classic slapstick Buster Keaton or Charlie Chaplin mostly dialogue free way. "The travails of an alien pretending to be a human" is inherently a premise so different it's reductive to the original jokes. "ha ha aliens fail to understand humans" is a joke that's done to death but Mr. Bean was a unique animal.
