Technically we've gotten Mar-Vell, or what they call Mar-vell.

I can see Jay Garrick as a possibility in some sort of timeliness or multiverse cameo.

Alan Scott I doubt we'll even get in the Lanterns show let alone a movie though

I guess some of the more recent ones that never took off? All the classic characters are safe.

Doesn't seem to be the case. I think the creators hold the rights as it has switched publishers multiple times

Growing up in the 90s, I think its strange we haven't seen Mojo yet. He had a pretty major arc in the late Spiderman cartoon. To go along with that, The Beyonder and Madam Webb. As for DC... maybe Soloman Grundy? I know that Jeffrey Dean Morgan has been begging to play Thomas Waynes Batman, though to no success so far.

Mojo is tied to the X-Men franchise. So he's been over at Fox for 3 decades until Disney bought them. Once the MCU gets into the X-Men, I think there's a good chance for a Mojo movie. Deadpool 3 would honestly be the perfect movie to have Deadpool hop from the Foxverse into the Mojoverse only for him to end up in the MCU.

James Gunn is gonna bring Robin back to the big screen in his DCU Batman movie. It'll be Damien, not Dick tho. Tho Nightwing could have a role in it.
