So you send it out to them, the editor decides if it's a good enough fit to potentially be published there, sends it out for review. After reviewers are satisfied, then the article gets accepted, assuming you pay their fee. NeuroImage, a journal for brain imaging, just recently increased this fee and all the editors for the journal stepped down in protest, starting a new journal. --- =E[(x-E[x])(y-E[y])] ...
