Personally I only read the manga and never watched the anime so I can't speak for the quality of its filler arc. Bleach was carried by Kubo's art and everyone wanting to see the bankai of all of the captains. At least One Piece has One Pace to fix pacing issues, albeit it still would have the art issue.
