Did that village have its own noble Nessie that was sadly infected by the Las plagas? Or does Del Lago solely exist BECAUSE of Las plagas making some fish grow huge?

Maybe its how gold fish can grow as big as their environment and health lets them. The infection triggered that ability and also made it hardy enough to grow massive, nourished by a constant supply of corpses.

he doesn't appear to be infected like the others. i don't remember seeing any bugs come out in the original or the remake.

another thing to note is las plagas work well together, even the weird things like novistadors, but those guys on the boat dropped the body in the water and got the hell out of there

In the remake his body has plagas tendrils visibly emerging. In the original he has tendrils in his throat.

RE has a long history of bioweapons turning giant (RE0 is full of them) but I don't think they've ever had giant non infected animals turn up.
