In the past any discussion of emulators was moddable, but these days I've even seen mods discuss them. Just as long as you're only running homebrew or your own legit copies of games (and not using an illegally obtained BIOS) it should be fine. That's my understanding anyway. Even before that it tended to be pretty loosely enforced and generally only NKLs as long as people weren't overtly admitting to piracy.

there are emulated games you can purchase on Steam that run like shit in the embedded emulator, but run fine once you take the bundled ROM and run it through Retroarch (everything legally purchased within Steam)

I literally got suspended once (it was overturned) for doing a giveaway of PS4 keys (purchased ones). They said I was giving out PS4 ROMs. Yes they called them ROMs.

The only time an emulator is illegal is if you have to pirate the BIOS. And even then, the emulator isnt illegal, the act of pirating the BIOS is the actual issue

And there are indeed ways to legally get BIOS, IE from your own console.

I have no clue how, i just know it exists.

There are also alternative open source BIOS for basically everything up to PS2. Maybe more as well. The Polymega uses those.

I remember when Castlevania Order of Ecclesia was newly released.
There was a topic on that board asking why the game slowed down in a specific corridor.
The background in that corridor was a moving waterwave. It ran fine on the DS, but it was slowed down on every emulator.
He got banned for that topic, and he didnt even mention emulators.

I've talked about handheld emulator machines before like the Anbernics and the Retroid Pockets and how cool they are on here before. Just didn't talk about ROMs or anything like that. I think the rules are more relaxed.

But anyways, yeah, Steam has emulators on it like Retroarch.

Not even that was OK. It was a blanket ban on all emulation discussion except for fringe cases such as Nintendo selling an emulated game on their own eStore.
there are plenty of emulators that dont require a BIOS to run (most of them?) and thus cant be illegal. You still got warned for posting about those, and any mod that says it was OK is wrong because I was in fact warned for talking about those
