At the end, yeah. Some of the dinosaurs evolved into birds, so it stands to reason that they would have had feathers during their transitional stages. I don't think that tyrannosaurus in its prime had feathers.

Well, modern birds evolved from therapods. Triceratops had a beak, interestingly. I just don't think there's been any archeological evidence they had feathers, which isn't to say they couldn't.

There has been speculation on some Ornothiscians having some sort of fibers growing out of them, but the only ones to have feathers are a major lineage of theropods, which includes birds.
