Taking them out while drugs are still illegal would just grossly bloat the scope of drug-related crimes when the supply is gutted and prices explode. The US won't seriously do anything about Mexican cartels unless it's election time and even then it's 98% posturing. Some operations don't even originate from the Mexican public, but migrate over from other parts of the world because they heard about that revolving door down south. The idea is the US doesn't bother effectively dealing with threats on their own borders, they're probably not going to do much to "tourists" either.
