The mayor is a corrupt asshole and even the violent people he pandered to have turned on him. When the big cooperate stores leave, it's the little family owned businesses that are next on the looter chopping block with considerably less resources to help recover losses. A big chain like Walmart could afford to ignore petty thefts. Small businesses can't and can get sunk after the first big hit.
