Ehhh I don't see anything wrong here. The father was afraid that his daughter was hanging out with a bad crowd so the Judge showed her where she'd end up if she didn't get it together. The "cute" line didn't come off as pedophilic to me. It came off as more "You're a pretty girl but if you don't get it together, you're gonna end up in jail sistah!" It would've been the same if he'd said "bright" instead.

So the dad said he didn't want his daughter to end up down the same path he went down and that she was already hanging out with the wrong people. The judge decided to give her a life lesson of what could happen if she continued down that path. Nothing to do with being a pedo although it was wrong of the judge to take matters into his own hands to force a teaching moment on the girl.

If your first thought on how to educate an innocent child on not going down a bad path is to handcuff them and humiliate them in front of an entire courtroom that's already red flag raising, let alone calling them awfully cute while doing so. It might not even have to be sexual, but it's definitely weird and concerning enough that he isn't fit for his position.
