Any competent investigative organization would have a "DMZ'd" system, disconnected from the network, that's used to read confiscated or "found" devices, and re-imaged at regular intervals.
That's just not explained in the script, because the laziness of "that quirky nerd in IT with a nose-ring or something" is easier.

Of course, the alternative is the overused plot device where plugging in a mystery USB is played out exactly as expected, and havoc ensues.
