Conservatives once lamented that Elvis' hair was an unmistakable sign that America was falling. This is just the modern version of that - if a person's hair or clothes go against conservative norms, it's basically the mark of the devil.

It's a "Republican thing" in that you see more Republican politicians/personalities complaining about it than Democratic. If you feel it's a non existent boogeyman, I'd be interested in your definition of such.
