The full context:
- Mass Effect 1: Reggie was at the controls with MaleShep. He wanted to focus on Liara while also apparently giving Ashley signals as well. At the inevitable confrontation, Reggie picked "Both", leading to Ashley walking off and Liara being "happy" she was "chosen". Ashley was never heard from again.
Left behind on Virmire. - Mass Effect 2: Woolie at the controls switching to FemShep (mods were used to give her Reggie's character's history, including relationship with Liara). So Liara was in ME1 history, but passed over for Garrus by Woolie. Reggie, for his part, made it clear he would have gone for Tali were he in control as his male character.
- Mass Effect 3, returning to Reggie, with data from the ME2 playthrough modded in. The history is now Liara in 1, Tali in 2. Reggie basically flirts with EVERYONE in ME3, including reassuring Liara early on that she's his girl. Then Steve walks in and Reggie stumbles his way into Steve's full relationship progression all the way to confirmation. And that leads us to here where now he's going after Diana (but is locked out regardless).
