They are starting at level 3 and I don't want them to be able to beeline towards him and win easily, so I'm thinking CR 7, but I dunno. I need story ideas.

The villain is a banker that is buying out all the farms in the area. People arw starving becuase he's hoarding all the food and exporting it for big bucks.
Turns out his wife was turned into a vegetable eating monster and it's the only thing keeping her alive right now.
If he can just find the golden carrot, the curse will be lifted.
