No. It doesn't really leave off on a cliffhanger at least not the way HL2 does. It's just more like they have this goal set on going to find some potentially world changing macguffin on the borealis but the game just ends before you leave base.

We just got Half Life Alyx. It didn't advance the plot any but it gives me hope that they're still considering what to do for a real conclusion to the series.

They ran into a bit of a Duke Nukem Forever problem where no matter what they built it wasn't good enough and they needed to do better and ended up producing nothing at all.

Ep2 Eli is ambushed and killed but there's no mystery as to who is behind it and it's not like you can do anything to bring him back.

clearly one of those endings requires an immediate follow up. One doesn't.
