Was just thinking about this today. I think it could have worked but its biggest enemy was also its creator, Andrew Ryan.

Fontaine was just a petty criminal that was given a gift on a silver platter. He just took advantage.

Ryans paranoia and zealous attitude certainly didnt help things. And then they discovered ADAM.

Building and maintaining an underwater city would be a much bigger obstacle (one I'd say is impossible with modern technology, let alone 1960s tech) than whatever politics were at play.
